Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from different nations. Immense energy is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a ability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm opened up on a drone close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it maintained course toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, continue.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
